The Conference theme for 2004 is 'Governance, Stability and Security in the Pacific Islands'. Within this theme particular attention will be paid to a number of regions through the facilitation of workshops. This theme follows on from the 2002 PIPSA conference held in Noosa, Australia, 'Pacific Islands Security: Old Challenges, New Threats' by localising the issues identified and expanding upon the relevance of governance to regional security and stability.

It should be noted that the Pacific History Association 2004 Conference will begin on the 6th December at the same venue. It is therefore possible for interested parties to attend both.


PAPERS
To be submitted prior to 30 September 2004: Title and 100/150 word abstract: the planning Committee will accept or request further details on a monthly basis latest on 15 October 2004: Final programme to be prepared for distribution from 1st November 2004.

Registration fees are to be paid by cheque directly to PIPSA.

A discount of $40 will apply for payments made prior to October 1 2004 (full fee paying attendees only).

Members are encouraged to do so in order to assist the Association with expenditures relating to the conference.

Other expenses

All meals other than breakfast are at participants' expense. 

Airport transfers for delegates not requiring accommodation may be provided at a cost of CFP 3000 per person.

Air Fares

The preferred PIPSA Conference travel agency for the flight component is CTM  (Corporate Travel Management) in Brisbane. This is the official travel agency of the University of the Sunshine Coast where PIPSA is based. Our contact person is KARA CRANE. Her contact details are:

Kara has arranged a group booking with the airline AIRCALIN for PIPSA Conference participants with very competitive fares. The fares (taxes and charges not included) are:

 

Sydney/Noumea/Sydney   (direct Aircalin flights)               $758

Melbourne/Noumea/Melbourne (via Sydney)                       $867

 

Given the five night Novotel package, the most suitable departure date is Thursday, 2 December and the return date Tuesday, 7 December 2004. Group bookings have been made accordingly. Participants are of course free to select their own departure/return dates as they wish. Kara can provide details of flights on other days

 

Please note the following information. Participants from Canberra will need to purchase a separate Canberra/Sydney return ticket. Participants from Brisbane returning on Tuesday, 5 December will have to fly via Sydney and pay a surcharge for the Sydney/Brisbane sector. The next direct Noumea/Brisbane flight is not until Thursday, 9 December, which will mean extra accommodation, costs. But the choice is yours!

 

We realise that some participants are locked into using their own university’s travel agency. However, if you are free to choose, making your bookings with CTM will allow us to take advantage of the cheaper airfares with group travel.

 

Note: The PIPSA Executive will not be involved in handling any travel arrangements. Please consult Kara at CTM or your own travel agent for your flights.

There are two choices of accommodation and option to book transfers to and from the International Airport.  The Novotel Surf bookings are managed by Center Tours/American Express and the University UNC Halls by the Organising Committee.  Accommodation in UNC halls is limited and priority is afforded to doctoral students.

Post-conference activities

Those delegates who wish to attend both PIPSA and PHA conferences are invited to join the post conference activities as arranged by the PHA.

 

The Historic Workshop of New Caledonia is planning to provide a complimentary historic half-day visit of Noumea on Wednesday 8 December.

 

A variety of sightseeing tours or excursions are available through Center Tours/American Express.
